Tank explains that even though a dog may bark loudly - that doesn't equate to a bad dog... just like if someone you don't like says something you don't want to hear - that doesn't equate to a bad person. Loud dogs, just like loud people, should not be censored. Loudness doesn't equate to violence - it just means that you are annoyed by them... and this is life.
